Why 2026 may be a good year to buy an EC - with an important caveat

After a relatively quiet year for Executive Condominiums (ECs), 2026 is shaping up to be far more dynamic. For buyers who have been waiting on the sidelines — especially HDB upgraders seeking a larger home without stretching into full private condominium prices — this year may present one of the best windows of opportunity in recent memory.

In 2025, EC options were limited. Apart from Aurelle of Tampines and Otto Place, supply was tight and competition was intense. That scarcity kept demand firm and pushed take-up rates high. But 2026 brings a much fuller pipeline, offering more geographic variety and potentially more negotiating power for buyers.

The year kicked off strongly with the launch of Coastal Cabana in Pasir Ris, a 748-unit project that sold about two-thirds of its units over its opening weekend at an average of $1,734 per square foot. More importantly, it set the tone for what is likely to be a more active EC landscape.

Several new sites are slated for launch across different regions. Rivelle Tampines will bring fresh supply to an established town with MRT connectivity and mature amenities. Senja Close will cater to buyers who prefer a quieter west-side environment within an existing HDB enclave. In the north, two separate EC sites at Woodlands Drive 17 are positioned near Woodlands South MRT and the growing Woodlands Health Campus, adding long-term employment and rental support potential. Additional projects at Sembawang Road and Miltonia Close round out the pipeline with options that lean toward privacy and greenery.

This broader spread of launches is significant. In previous years, limited supply often meant buyers had little room to compare projects or wait for better fits. In 2026, the increased choice may ease urgency and allow for more strategic decision-making.

From a pricing perspective, ECs continue to sit in an interesting position. Land bids for EC sites have climbed to record levels, with recent plots crossing $790 per square foot per plot ratio. Yet despite higher land costs, EC selling prices remain meaningfully below comparable new private condominiums.

Take Coastal Cabana as an example. Four-bedroom units start from around $1.623 million for approximately 990 square feet. In contrast, new private condominiums in similar outside central region areas often see two-bedroom units priced between $1.8 million and $2 million. For families who need space but are sensitive to absolute price quantum, ECs remain one of the few ways to secure a larger home at a manageable entry price.

This pricing gap is precisely why demand has remained resilient. As private condominium prices continue rising, ECs act as a middle ground — offering condominium facilities, 99-year leases, and eventual full privatisation after 10 years, but at a lower initial purchase price.

Another supportive factor in 2026 is the current home loan environment. Interest rates have eased to multi-year lows, and sub-2 per cent packages are once again available. For many HDB upgraders taking their first bank loan for an EC, lower borrowing costs significantly reduce monthly outlays compared to the peak rate environment seen previously.

However, this is where the important caveat comes in.

While many buyers assume they can borrow up to 75 per cent of the purchase price, EC financing works differently because of the Mortgage Servicing Ratio (MSR). With the household income ceiling capped at $16,000 per month for EC eligibility, monthly repayments are limited to 30 per cent of income — or $4,800.

Using the regulatory stress-test interest rate of 4 per cent and a 25-year tenure, that income ceiling supports a loan of only about $900,000 to $920,000. On a $1.623 million four-bedroom unit, this means buyers may need to fund roughly $700,000 upfront. In practical terms, the effective cash and CPF outlay can exceed 40 per cent of the purchase price — far above the typical 25 per cent down payment many expect.

Importantly, this calculation uses the mandated 4 per cent floor rate, not actual market rates. Even if real interest rates are lower, the loan assessment remains based on the regulatory benchmark.

This financing constraint does not negate the value proposition of ECs, but it does mean buyers must plan liquidity carefully. Those who can comfortably manage the upfront commitment stand to benefit from the pricing gap between ECs and private condominiums — a gap that has historically translated into stronger upside when ECs enter the resale market after their Minimum Occupation Period.

Looking ahead, 2026 offers a rare alignment: a larger supply pipeline, sustained upgrader demand, competitive relative pricing against private condos, and improving borrowing conditions. Yet success will depend less on headline price per square foot and more on whether buyers can navigate the income ceiling and MSR framework.

The key numbers tell the story. New ECs are transacting around $1,700 to potentially $1,850 per square foot, four-bedroom units can start near $1.6 million, and households at the income ceiling may only qualify for about $900,000 in financing under MSR rules. For families prepared for that upfront commitment, 2026 could indeed be an opportune year to enter the EC market — provided they understand the financing realities behind the attractive price tags.
